Abstract

Цель работы – совершенствование эксплуатационных мероприятий сохранения и воспроизводства надежности гидротехнических сооружений (ГТС) в соответствии с требованиями инновационного развития мелиоративного фонда, базирующегося на достижениях научно-технического прогресса. Объектом исследования является комплекс мер, обеспечивающий эксплуатационную безопасность действующих сооружений. Предметом исследования является оценка технического состояния сооружений субъектов Федерации Южного (ЮФО) и Северо-Кавказского Федерального округа (СКФО) федеральной собственности. Используются методы анализа и подходы к устранению рассматриваемых проблем эксплуатации мелиоративных объектов, базирующиеся на изучении и обобщении сведений обследования функционирующих ГТС; материалах нормативно-правовой и нормативно-методической баз; концепциях формирования сложных систем автоматизированного управления и поддержки принятия управленческих решений. По результатам исследований выявлены важнейшие факторы повышения опасности эксплуатируемых сооружений и установлена система мероприятий по определению потенциально опасных объектов, основывающаяся на геофизических, геодезических и неразрушающих инновационных методах контроля. Разработана и внедрена компьютерная информационная система формирования планово-предупредительных мероприятий в условиях ограниченных инвестиций на эксплуатацию ГТС. Созданы база данных потенциально опасных мелиоративных объектов ЮФО и СКФО и система управления базой данных, которые способствуют повышению эффективности управления эксплуатацией путем совершенствования информационного обеспечения процедур выбора первоочередных объектов технического ухода, ремонта, модернизации и/или реконструкции.

The goal of the work is the improvement of the operation measures of conservation and reproduction of the hydraulic structures (HS) reliability in accordance with the requirements of innovative development of the land reclamation fund which are based on the achievements of the scientifi c-technical progress. The object of the study is a set of measures ensuring the operational reliability of the existing hydraulic structures which belong to the Federal ownership. The subject of investigation is assessment of the technical state of hydraulic structures in the Southern (YUFO) and Northern Caucasian Federal okrug NCFO). There are used methods of the analysis and approaches to solve the considered issues which are built on studying and generalizing the results of inspections of the existing HS; normative-legal and methodical base on irrigation and drainage projects operation; formation of the automated control and decision support systems. According to the results of investigations main risk factors were found and a set of measures to identify potentially dangerous objects based on geophysical, geodesic and innovative non-destructive methods of control was developed. There is developed and introduced a computer information system of formation of planned-prophylactic measures under the conditions of limited investments for the HS. A database of the potentially dangerous objects in land reclamation in the Southern and Northern Caucasian Federal okrugs as well as the control on computer database were created to increase the effi ciency of decision support by improving the procedures on selection of the priority objects for maintenance, repairing, modernization and/or reconstruction.
