Пути развития инструментов финансового регулирования занятости, миграции и рождаемости населения

Abstract

Усугубляющиеся во всех развитых странах мира кризисные процессы в области безработицы, миграции и рождаемости требуют новых решений для их преодоления. Основными инструментами регулирования трудовой миграции, по мнению автора, являются финансовые инструменты – налоги с работодателей, использующих труд иммигрантов, и регистрационные сборы с иммигрантов. Важным аспектом миграционной политики государства является рационализация территориального расселения граждан страны, главная проблема которой – чрезмерная концентрация населения в крупных мегаполисах. Развитие экономики невозможно без притока новых рабочих рук собственных граждан, для чего нужна высокая рождаемость. В современных условиях нет адекватно мощного экономического стимулятора деторождений. Но государство применяет разнообразные финансовые инструменты. Главную роль в них сейчас занимают система детских пособий и материнский капитал.

Crisis processes in the field of unemployment, migration and fertility in all developed countries of the world require new solutions to overcome them. The main instruments of labor migration, according to the author, are financial instruments – taxes on employers hiring immigrants and immigrant registration fees. An important aspect of migration policy is rationalization of the territorial settlement of the citizens, the main problem of which is an excessive concentration of population in large cities. Economic development is not possible without an influx of new workers hands of its own citizens, what demands a high birth rate. In current conditions there are no adequately powerful economic births stimulants. But states use a variety of financial instruments. A major role among them now belongs to the system of child benefit and maternity capital.
