Анализ институциональной неэффективности местного самоуправления на основе иерархического подхода

Abstract

В работе выявляются закономерности развития системы местного самоуправления как координирующей подсистемы, способной активизировать процесс взаимодействия экономических субъектов различных уровней экономической иерархии. Проанализированы причины отторжения имплантируемых институтов местного самоуправления в России. Представлено авторское видение сформировавшейся институциональной ловушки неэффективности системы местного самоуправления.

The article distinguishes the regularities in development of the system of local administration as a coordinating sub-system capable of intensifying the process of interaction of economic subjects of various hierarchical levels. The author analyzes the reasons for rejecting the implanted institutes of local administration in Russia and describes the institutional trap that produces the non-effective system of local administration.
