The article represents main directions of the use of information analytical tools for the estimation of management systems at the regional level in the context of the implemented administrative reform and under informatization development; suggests a method to evaluate the effectiveness of regional management based on the integral estimation of efficiency and economic activity of the authorities, functionality of the subject of managements and modernization potential of the management object with use of the rating technology. The article also creates the information analytical system for estimation of the regional management effectives that has been tested on the basis of the south regions of Russia.

В статье представлены основные направления использования информационно-аналитического инструментария для оценки систем управления на региональном уровне в условиях проводимой административной реформы и развития информатизации. Предложена методика оценки эффективности управления регионом на основе интегральной оценки результативности и экономичности деятельности органов исполнительной власти, функциональности субъекта управления и потенциала модернизации объекта управления с использованием рейтинг-технологии. Спроектирована информационно-аналитическая система оценки эффективности управления регионом, апробация которой произведена на базе регионов Юга России.
