МИРОВЫЕ ТЕНДЕНЦИИ В ФОРМИРОВАНИИ ПОЛИТИКИ ПАРКИРОВАНИЯ ТРАНСПОРТНЫХ СРЕДСТВ

Abstract

The article analyzes approaches to the organization of vehicle parkings in highly automobilized countries. It considers the basic formation principles of the parking policy and the systems of priorities applied in favor of certain groups of users and parking functions. The parking tariffs as well as their application features are provided. The predominating goals of the transport policy and the methods to achieve them are revealed. The main objectives of the parking policy and possible tools for implementing the set goals are established.

Проведен анализ подходов к организации паркирования транспортных средств в странах с высоким уровнем автомобилизации. Рассмотрены основные принципы формирования политики паркирования и системы приоритетов, применяющиеся в пользу определенных групп пользователей и функций паркирования. Приведены тарифы на паркирование и особенности их применения. Выявлены преобладающие цели транспортной политики и способы их достижения. Установлены главные задачи политики паркирования и возможные инструменты для реализации поставленных целей.
