Концептуальные подходы к формированию системы подготовки рабочих кадров: зарубежный опыт

Abstract

В статье объединен и систематизирован опыт стран, достигших роста производительности труда за счет эффективного формирования систем подготовки рабочих кадров. Приведенные структурные и функциональные характеристики моделей профессиональной подготовки в Японии, Финляндии и Германии позволяют определить стратегические приоритеты и концептуальные подходы к формированию российской системы профессиональной подготовки как на уровне всей страны, так и на корпоративном уровне. Выявлено, что основными требованиями к системе подготовки рабочих в целях роста производительности труда должны выступать возможность создания гибкой и непрерывной траектории, ориентация на перспективные и специализированные производственные задачи при условии предоставления широких компетенций, а также унифицированные «сложносоставные» профессии, диверсификация и актуализация содержания обучения. Приводятся результаты проекта дуального образования, достигнутые в рамках реализации Стратегии развития системы подготовки рабочих кадров и формирования прикладных квалификаций в Российской Федерации на период до 2020 г. Представлена структурная модель взаимодействия организации системы профессионального образования Красноярского края, а также ведущих работодателей высокотехнологического сектора экономики региона АО «Информационные спутниковые системы» имени академика М. Ф. Решетнева, АО «Красмаш».

The article is intended to combine and systemize the experience of foreign countries which achieved growth in human capital productivity by means of employees training organization. The outlined in the paper structural and functional characteristics of professional training models used in Japan, Finland and Germany enable to define strategic priorities and conceptual approaches to the professional training system formation at both national level and corporate levels in Russia. It is concluded that the main requirements intended for human resources training (for the purpose of increasing its efficiency) should be creation of flexible and uninterrupted trajectory; orientation on perspective and specialized production tasks provided that employees are given broad competences; diversification and actualization of training content; orientation on unified complex professions. The dual education results achieved within the framework of «The Strategy of personnel training system development and formation of applied qualifications in the Russian Federation till 2020» are provided in the article as well. A structural model of interaction between the professional education system organization in Krasnoyarsk Krai and the leading employers of high-tech sector of the regional economy JSC «Information Satellite Systems» n.a. M.F. Reshetnev and JSC «Krasmash» is offered.
