Article is devoted to a problem of development of effective tools of modeling a sustainable development in conditions of the existence of risks of economic losses from environment degradation. The interrelation of problems of management of soсio-eсological-economic risks and formations of system of financial and economic levers of a sustainable development of the urbanized territories is located. Within offered model the structure chart of development of territories is presented, basic parameters and the mechanism of relationship of subjects of sustainable soсio-eсological-economic development of regional and territorial systems are presented.

Статья посвящена проблеме разработки эффективного инструментария моделирования устойчивого развития в условиях существования рисков экономических потерь от ухудшения качества окружающей среды. Обосновывается взаимосвязь задач управления социо-эколого-экономическими рисками и формирования системы финансово-экономических рычагов устойчивого развития урбанизированных территорий. В рамках предлагаемой модели представлена структурная схема развития территорий, обоснованы основные параметры и механизм взаимоотношений субъектов устойчивого социо-эколого-экономического развития регионально-территориальных систем.
