Poor development of the management system of small enterprises operating in the services sector is one of the key problems impeding their development and performance growth. Now there are practically no any methodical recommendations on improvement of the management system of small enterprises operating in the services sector which would consider their specific features. This article contains descriptive information on how to improve the system of management of a small enterprise operating in the services sector by means of budgeting implementation. The results of this budgeting implementation on the example of a catering business are outlined in the article. The potential losses of profits of a small enterprise in case of its abandonment of the management system improvements are evaluated. The necessity of developing and implementing budgeting in the management system of a small enterprise is justified.

Неразвитость системы менеджмента на малых предприятиях сферы услуг является одной из ключевых проблем, препятствующих их развитию и повышению эффективности предпринимательской деятельности. В настоящее время практически нет методических рекомендаций по совершенствованию системы управления малыми предприятиями сферы услуг, учитывающих их специфические особенности. В статье рассматривается процесс совершенствования системы управления малым предприятием сферы услуг на основе внедрения бюджетирования. Описаны результаты внедрения бюджетирования в предпринимательскую деятельность малых предприятий сферы услуг на примере предприятия общественного питания. Оценена возможная упущенная выгода малого предприятия в случае отказа от совершенствования системы управления. Обоснована необходимость разработки и внедрения бюджетирования в систему управления малым предприятием сферы услуг.
