Социальная капитализация страхования в российском обществе

Abstract

В представленной статье обосновывается позиция, согласно которой институт страхования в российском обществе находится в неравновесном состоянии, связанном с неопределенностью альтернатив развития страхового дела. Несмотря на недостаточную социальную эффективность, доминирующая система государственного страхования поддерживает в массовом сознании веру в бесплатность страховых услуг. Социальная капитализация страхования основывается на обеспечении единства частных (страховых), общественных и государственных интересов, что требует прозрачности и конкурентности страховой среды на основе правового регулирования со стороны государства.

In the presented paper, the position is substantiated that the insurance institute in the Russian society is in a nonequilibrium state dealing with the uncertainty of alternatives of the development of insurance business. The dominant system of state support of insurance brings to the mass consciousness belief in free insurance services, despite the lack of social efficiency. Social insurance capitalization is based on the ensuring the unity of the private (insurance), public and state interests, which requires transparency and competitive insurance environment on the basis of legal regulation of the state.
