As a result of the telecom market state reform, the Ministry of Communications and Information Technology withdrew from the owners, and therefore from the leading players in the telecom market. At the same time there was a question concerning attraction of the foreign investors to the telecom market and balanced public policy in terms of the regulatory function of telecommunications services. The author compares the Russian telecom market with the markets of the EU and the U.S.A., and also numbers of measures to improve the investment attractiveness of the individual players are suggested.

В результате государственной реформы телекоммуникационного рынка Министерство по связи и информатизации вышло из состава собственников, а, следовательно, и ведущих игроков телекоммуникационного рынка. Одновременно остро встал вопрос о привлечении внешних инвесторов на рынок телекоммуникаций и о взвешенной государственной политике в части функции регулирования телекоммуникационных услуг. Автор сравнивает российский рынок телекоммуникаций с рынками ЕС и США, а также предлагает ряд мер для повышения инвестиционной привлекательности отдельных игроков.
