Закономерности государственного строительства в субъектах Российской Федерации на современном этапе конституционно-правового развития

Abstract

The article deals with the theoretical issues determining the current understanding of state-building intended to ensure the effective functioning of government institutions. The author studies the basic approaches to state-building abroad and in the Russian Federation, analyzes the development of legal bases of the organization of state power in the Russian Federation. The article also notes that conceptual approaches to the formation of public authorities both at the federal level and at the level of the subjects of the Russian Federation constantly change, which does not always promote the rooting of democratic institutions intended to ensure the expression of objective interests of the multinational society of the Russian Federation. Based on the study of the federal legislation the author presents three stages in the development of the statehood of the subjects of the Russian Federation. The paper describes the main problems and outlines the prospects of state-building at the level of subjects of the Russian Federation.

Рассмотрены теоретические вопросы, определяющие современное понимание государственного строительства, призванного обеспечить эффективное функционирование институтов государственной власти. Изучены основные подходы к государственному строительству за рубежом и в Российской Федерации. Проанализированы вопросы развития правовых основ организации государственной власти в субъектах Российской Федерации, отмечено перманентное изменение концептуальных подходов к формированию органов публичной власти как на федеральном уровне, так и на уровне субъектов Российской Федерации, что не всегда способствует укоренению демократических институтов, призванных обеспечить выражение объективных интересов многонационального народа Российской Федерации. На основе изучения федерального законодательства выделяются три этапа в развитии государственности субъектов Российской Федерации. В работе охарактеризованы основные проблемы и намечены тенденции государственного строительства на уровне субъектов Российской Федерации.
