The article provides data on the implementation of the long-term target program of the Irkutsk region Stimulation of housing development in the Irkutsk region in 2011-2015 in 2011 and plans for 2012. The main directions of the development of investment and construction sector are considered. The concept of investment and construction activity (ICA) is specified. It is shown that the changed structure of the economic interests of ICA participants changes the nature of the investment process, directing it toward obtaining the economic effect from the implementation of the investment and construction project.

Приведены данные о реализации долгосрочной целевой программы Иркутской области «Стимулирование жилищного строительства в Иркутской области на 2011-2015 годы» в 2011 году и планах на 2012 год. Рассмотрены основные направления развития инвестиционно-строительной сферы. Уточнено понятие инвестиционно-строительная деятельность (ИСД). Показано, что изменившаяся структура экономических интересов у участников ИСД изменяет сущность инвестиционного процесса, ориентируя его на получение экономического эффекта от реализации инвестиционно-строительного проекта.
