Abstract

Статья посвящена истории появления Главных начал земской реформы от 2 июля 1862 г. На основе анализа архивных и опубликованных источников доказывается, что П.А. Валуев рассматривал земскую реформу как составную часть проекта «правительственного конституционализма».
