This article is devoted to changes in the functioning of the Tver local institutions of the Ministry of internal Affairs in the years of the First world war. The refusal of the government from reforming local governance after the First Russian revolution contributed to the deepening crisis of Russian statehood. Increased pressures from logistics services, caring for refugees, care and provision of prisoners of war, the use of the army in the equipment and the treatment of the wounded, the decision of questions of accommodation of the evacuated institutions and spare troops all these tasks practically simultaneously should be handled by local institutions or with their active participation. The authorities failed to find the necessary balance of powers between central and local institutions, military and civilian institutions in wartime, and that has become one of the important factors in aggravation of the crisis of the whole system of management of the Russian Empire on the eve of the February revolution of 1917.

Эта статья посвящена изменениям в функционировании тверских местных учреждений Министерства внутренних дел в годы Первой мировой войны. Отказ власти от реформирования местного управления после Первой русской революции способствовал углублению кризиса российской государственности. Возросшие нагрузки со стороны тыловых служб, забота о беженцах, попечение и обеспечение военнопленных, помощь действующей армии снаряжением и лечение раненых, решение вопросов размещения эвакуированных учреждений и запасных войск - все эти задачи практически одновременно должны были решаться местными учреждениями или при их активном участии. Власти не удалось найти необходимое соотношение полномочий между центральными и местными учреждениями, военными и гражданскими структурами в условиях военного времени, что стало одним из важных факторов в обострении кризиса всей системы управления Российской империи накануне Февральской революции 1917 г.
