Особенности реализации инновационной деятельности в жилищно-коммунальном хозяйстве

Abstract

In the article the questions of housing and communal complex. Systematic indicators of the effectiveness of housing-and-municipal complex, to which the authors include: effectiveness of the management system, the level of technique and technology services, wide range of services, price and quality of services, evaluation of the quality of services directly to the consumer. Justified to the problems of housing and communal services and the main directions of its further development. The article also deals with the main factors of economic feasibility in the formation of the HOA. The authors propose to use to assess the economic feasibility of the formation of the HOA algorithm, including: preliminary selection of houses, selection of the necessary documents about the property complex, socio-demographic characteristics of residents, the forecast profitability of financial and economic activities of the HOA, the formation of the list of houses preferred to the registration of the condominium. Shows the results of estimating expected profitability on the basis of expenditure and income for 1 sq. m of the operated area. The authors come to the conclusion that deregulation of housing will lead to high competition in this area and concludes that a necessary condition for innovation development is the privatization of the subjects of the housing.

В статье рассмотрены вопросы управления жилищно-коммунальным комплексом. Систематизированы показатели эффективности жилищно-коммунального комплекса, к которым авторы относят: эффективность системы управления, уровень техники и технологии оказания услуг, широту ассортимента оказываемых услуг, цену и качество услуг, оценку качества услуг непосредственно потребителем. Обоснованы проблемы жилищно-коммунального хозяйства и основные направления дальнейшего его развития. Также в статье раскрыты основные факторы экономической целесообразности в формировании ТСЖ. Авторы предлагают использовать для оценки экономической целесообразности формирования ТСЖ алгоритм, предусматривающий: предварительный отбор жилых домов, подбор необходимых документов об имущественном комплексе, социально-демографические показатели жителей, прогноз рентабельности хозяйственно-финансовой деятельности ТСЖ, формирование перечня жилых домов, предпочтительных к регистрации в ТСЖ. Показаны результаты оценки предполагаемой их рентабельности на основе расходов и доходов на 1 кв. м эксплуатируемой площади. Авторы приходят к заключению, что демонополизация ЖКХ приведет к высокой конкуренции в этой сфере, и делают вывод, что необходимым условием инновационного развития является разгосударствление субъектов ЖКХ.
