Abstract

The paper dwells upon one of the effective ways of calculating of exact amount of medicaments (identification of needs), planning of purchasing and distribution on the basis of methods of indicative planning (method of economic planning of F. Perroux) and elements of transportation problem (the elements are matrix of distribution and functions of matrix). The author comes to the conclusion that planning of purchasing of medicaments must be started from hospitals, since knowing of exact amount of medicaments allows forming of item of expense in regional budget. Hospitals need flexible and universal method of calculating of exact amount of medicaments with account of number of patients. The system of indicative planning helps to overview the process of region management due to the complete change of the system of cash distribution, as item of expense on drug purchase is formed firsthand by treatment and prevention institutions and then is approved by the budget

В статье приведен один из эффективных способов вычисления точ ного количества лекарственных средств (определение потребности), составления плана закупок и распределения на основе методов индика тивного планирования (метод планирования экономики Ф. Перру [1]) и элементов транспортной задачи (элементами являются матрица распределения и функция матрицы). Автор приходит к выводу, что планирование закупок лекарственных средств необходимо начинать с лечебных учреждений, поскольку, зная точное количество лекарственных средств можно сформировать статью расходов на их закупку в региональном бюджете. Рассматриваемая система индика тивного планирования позволит заново пересмотреть процесс управления лекарственными сред ствами в регионе, т.к. меняется сама концепция распределения денежных средств, поскольку статья расходов на закупку лекарственных средств формируется в первую очередь в лечебно-профилактических учреждениях, а затем утверждается государственным бюджетом
