The article deals with the project of insurance reform of 1918 developed by insurance commissar M.T. Elizarov who attempted to save money in foreign reinsurance companies and restore the insurance system in Soviet Russia. However the politics of the «military communism» made the implementation of the reform impossible.
Статья посвящена проекту страховой реформы 1918 года. Автор проекта комиссар страхования М.Т. Елизаров предпринял попытку сохранить деньги, находившиеся в зарубежных перестраховочных компаниях, и восстановить систему страхования в Советской России. Однако в условиях военного коммунизма реформа не была реализована.
