Abstract

The article is devoted to disclosing main aspects and structure of the ecosystem accounting as an integral part of the SNA and the System of Environmental-Economic Accounting (SEEA Central Framework-2012). The global and local roles of the above systems were highlighted. There was studied the document «System of Environmental-Economic Accounting 2012: Experimental Ecosystem Accounting» prepared by European Commission, OECD, United Nations and World Bank. Also was analyzed in detail the conceptual and terminological apparatus proposed in the study taking into account the ecosystem with global position and in relation to the realities of Russia. Detailed analysis of the conceptual and terminological apparatus was proposed in the study of ecosystem accounting. The categories of ecosystem assets and services are described.

Статья посвящена раскрытию сущности и структуры экосистемного учета как неразрывной части системы национальных счетов и сателлитной Системы природно-ресурсного и экономического учета (СПЭУ). Подчеркнута глобальная и локальная роль и характер приведенных систем. Исследован подготовленный Европейской комиссией, ОЭСР, ООН и Всемирным банком документ «Экспериментальный экосистемный учет (СПЭУ)» в версии 2012 г. Подробно проанализирован понятийно-терминологический аппарат, предлагаемый при изучении экосистемного учета с глобальных позиций и применительно к реалиям России. Описаны категории экосистемных активов и услуг; раскрыты основные подходы по их стоимостной оценке.
