ГОСУДАРСТВЕННОЕ РЕГУЛИРОВАНИЕ РАЗВИТИЯ ТРАНСПОРТНОГО КОМПЛЕКСА: СОЦИАЛЬНЫЙ АСПЕКТ

Abstract

В статье обобщены социальные функции транспортного комплекса (обеспечение перевозки пассажиров, обеспечение доставки грузов для населения, обеспечение рабочими местами и социальной инфраструктурой работников транспортного комплекса); определены социальные объекты государственного регулирования транспортного комплекса (кадры, транспортная безопасность, экологическая безопасность, профессиональное образование, труд и заработная плата, социальная инфраструктура); охарактеризованы роль и место транспортной политики в обеспечении социально-экономических условий жизнедеятельности населения страны, определены методы государственного регулирования транспортного комплекса, имеющие непосредственно социальный характер (кадровая политика, политика обеспечения транспортной безопасности, политика обеспечения экологической безопасности, образовательная политика, политика труда и заработной платы, развитие социальной инфраструктуры) и дана их краткая характеристика; сформулированы методические положения, раскрывающие необходимость и возможность учета социальных аспектов при совершенствовании системы государственного регулирования транспортного комплекса.

The article is devoted to the necessity of taking o social factors into account for improving the system of state regulation of development of transport branch. The article summarizes the social functions of transport; defines social objects of the state regulation of transport branch, the role and place of transport policy in promoting social-economic development of the country, determinates methods of state regulation of transport branch, having social character and their characteristics; formulates methodological ideas determinates the necessity of the social aspects improving the system of state regulation of development of transport branch.
