Agricultural consultancy is the fastest and best way to give the agricultural producers some new knowledge, abilities and skills of the modern, cost-effective and competitive economy. In connection with the lack of the development of information technologies in the agroindustrial complex, lack of qualified staff and reliable sources of information in Russia the demand in the agricultural consulting is considerably higher than in the developed countries. For today in the activities of the information consulting services (ICS) there are drawbacks hampering the effectiveness of the work of the services. To eliminate them the measures for solving the human resources problem, the problems of increasing financial independence, material and technical equipment of services, expansion of spectrum of rendered services, the creation of single information space of the agro-industrial complex, development of innovation support are offered. The implementation of these propositions will allow to create in the agro-industrial complex the Federal information and Advisory services, operating in a single information and legal space, aimed at increasing the efficiency of production, and which is one of the basic tools of realization of the state agro-industrial policy.

Сельскохозяйственное консультирование – самый быстрый и оптимальный путь по доведению до сельхозтоваропроизводителей новых знаний, умений и навыков современного, рентабельного и конкурентного хозяйствования. В связи с неразвитостью информационных технологий в агропромышленном комплексе (АПК), недостатком квалифицированных кадров и надежных источников информации, в России востребованность в сельскохозяйственном консультировании значительно больше, чем в развитых странах. В настоящее время в деятельности информационно-консультационной службы имеются недостатки, сдерживающие эффективность ее работы. Для их устранения предлагаются мероприятия по решению кадровой проблемы, проблем повышения финансовой независимости, материального и технического оснащения служб, расширению спектра оказываемых услуг, созданию единого информационного пространства АПК, развитию инновационного обеспечения. Реализация данных положений позволит создать в АПК федеральную информационно-консультационную службу, функционирующую в едином информационно-правовом пространстве, ориентированную на повышение эффективности производства и являющуюся одним из основных инструментов реализации государственной агропродовольственной политики.
