Градостроительные инструменты обеспечения условий устойчивого социальноэкономического развития Российской Федерации

Abstract

Градостроительный кодекс Российской Федерации требует достижения условий, но не определяет механизмов проектного обеспечения устойчивого социально-экономического и градостроительного развития урбанизированных территорий. Вместе с тем возможность использования нормативного соотношения функциональных и территориальных зон в градостроительной деятельности может рассматриваться в качестве проектного инструмента создания планировочных условий устойчивого развития страны, субъектов Российской Федерации, муниципальных образований и их частей. При этом, если функциональное зонирование может быть использовано при обосновании планировочных решений на всех уровнях подготовки документов территориального планирования, то инструмент градостроительного территориального зонирования может обеспечить условия устойчивого развития при разработке документации по планировке и межеванию территорий.

The Town-planning codex of the Russian Federation requires the achievement of conditions of sustainable urban development. But this code does not define mechanisms for the project assurance of sustainable socio-economic and urban development of urban territories. However, the use of normative ratio of functional and territorial zones in the urban activities can be regarded as project-planning tools to create the conditions for sustainable development of the country, subjects of the Russian Federation, municipalities and their parts. At the same time, if zoning can be used in the justification of planning decisions at all levels of preparation of documents of territorial planning, the urban planning tool of zoning may provide a sustainable development environment in the documentation for planning and surveying of territories.
