Abstract

Многочисленные исследования показывают, что сокращение психиатрических коек в гражданском секторе здравоохранения может вести к увеличению тюремной популяции. Не получая должного стационарного лечения, психически больные могут совершать мелкие правонарушения, за которым следует заключение в тюрьму. Известно также, что заключенные с психическими нарушениями достоверно чаще возвращаются в тюрьмы. Минимальные стандартные правила ООН по обращению с заключенными рекомендуют следующую политику в отношении психического здоровья в тюрьмах: «Медицинское обслуживание следует организовывать в тесной связи с местными или государственными органами здравоохранения. Оно должно охватывать психиатрические диагностические службы и там, где это необходимо, лечение психически ненормальных заключенных». Важной задачей казахстанской пенитенциарной медицины является проведение мониторинга распространенности психических и поведенческих расстройств для определения реальной потребности бывших заключенных в психиатрической помощи. В данной статье приведено скрининговое, сплошное исследование, в котором изучались частота и уровень психических расстройств у бывших заключенных по опроснику M.I.N.I.

As a result of not receiving the necessary medical treatment, psychiatric patients may commit small offences punishable by imprisonment. It is also well known that prisoners with mental disorders are much more likely to return to prison. In Kazakhstan, the reduction of capacity in psychiatric wards has been systematic. The Basic Principles for the Treatment of Prisoners recommend the following policy in terms of psychiatric health in prisons: ‘The medical services should be organized in close relationship to the general health administration of the community or nation. They shall include a psychiatric service for the diagnosis and, in proper cases, the treatment of states of mental abnormality.’ An important task now for Kazakhstani penitentiary medicine is to monitor the prevalence of mental disorders in order to determine the current needs of its former prisoners in terms of mental health care. In this article where we studied in screening, continuous research in which the frequency and level of mental disorders at the former prisoners by M.I.N.I questionnaire
