Структурно-динамический анализ как инструмент для оценки сценариев снижения проблемности регионального развития

Abstract

В статье произведена адаптация методики структурно-динамического анализа для оценки сценариев снижения проблемности регионального развития. Введены понятия «пропорционального и непропорционального структурного сдвига». Предложена классификация типов экономического развития региона, основанная на соизмерении оценок экономического роста региона и региональной структурной динамики. На примере Еврейской автономной области произведена оценка двух сценариев снижения проблемности отсталого региона: базового и структурного. Показано, что предпочтительным сценарием снижения проблемности Еврейской автономной области является реструктуризация экономики путем стимулирования развития новых «точек роста». В качестве «точки роста» региона обосновано развитие туризма. Предложено использовать в качестве инструмента селективной региональной политики, направленного на стимулирование эндогенного потенциала Еврейской автономной области, создание особой экономической зоны туристко-рекреационного типа.
