Принципы построения программы вовлечения земельных участков в хозяйственный оборот

Abstract

In article the analysis of land payments is carried out when forming the city budget. From the analysis it is visible that the role of land payments (tax and non-tax) when forming the income of the budget of municipality city of Tomsk; is rather great. For the purpose of replenishment of revenues of the city budget at the expense of land payments the basic principles for formation of the program which is directed on creation of system of effective and rational use and management of land resources, on involvement of land resources in economic circulation are offered. The main actions of the program, indicators of an assessment of efficiency, and also social and economic consequences of its realization are developed.

В статье проведен анализ земельных платежей при формировании городского бюджета. Из анализа видно, что роль земельных платежей (налоговых и неналоговых) при формировании доходов бюджета муниципального образования «город Томск» достаточно велика. С целью пополнения доходной части городского бюджета за счет земельных платежей предложены основные принципы для формирования программы, которая направлена на создание системы эффективного и рационального использования и управления земельными ресурсами, на вовлечение земельных ресурсов в хозяйственный оборот. Разработаны основные мероприятия программы, индикаторы оценки эффективности, а также социально-экономические последствия ее реализации.
