Методы и инструменты государственного регулирования структурных преобразований промышленности

Abstract

Рассматриваются методы и инструменты государственного регулирования структурной перестройки промышленности, которые могут быть эффективно применены в период экономического кризиса. Выявляются характерные черты прямых и косвенных методов регулирования структурных преобразований. Определены группы методов, позволяющие селективно и оперативно осуществлять государственное регулирование структурной перестройки на макроэкономическом, микроэкономическом уровнях, региональном уровне и уровне институциональном. Для осуществления динамичной структурной модернизации отечественной промышленности предложено скорректировать подходы в бюджетно-налоговом и денежно-кредитном регулировании.

The paper addresses a number of issues concerning the methods and tools of government regulation that aim to induce structural changes in industry. The author highlights those methods and tools that can be effectively applied during the crisis period and outlines the features of direct and indirect methods in question. The methods that enable us to manage the process of structural change on macroand microeconomic level as well as regional and institutional level are grouped together. The author puts forward the idea of introducing some changes to the current fiscal and monetary policies, which can facilitate the dynamic modernisation of the domestic industry
