Инструмент межбюджетных трансфертов в системе регионального управления: стратегические возможности в условиях экономической нестабильности

Abstract

In this article authors disclose the essence of subfederal transfer mechanism as a managerial tool of maintaining strategic stability of regional development. The authors identified the main shortcomings of distribution of interbudgetary transfers among municipalities of the Samara Region, which indicate about the absence of positive connection between the transfer policy and strategic development of the Region. The authors proposed the concept of binary model of management by social and economic development of the Region, the implementation of which is possible in conditions of economic stability as well as turbulence of regional economy.

В статье раскрывается сущность субфедерального трансфертного механизма как управленческого инструмента поддержания стратегической устойчивости регионального развития. Выявлены основные недостатки распределения межбюджетных трансфертов среди муниципальных образований Самарской области, свидетельствующие об отсутствии положительной связи между курсом проводимой трансфертной политики и вектором стратегического развития региона. Предложена концепция бинарной модели управления социально-экономическим развитием региона, реализация которой возможна в условиях как социально-экономической стабильности, так и турбулентности региональной экономики.
