In modern conditions of social and economic development of Russia non-standard approaches in development and to the embodiment of qualitatively updated regional policy in life are necessary. According to estimates of specialists in Russia there are high-quality changes in regionalization processes that means the beginning of forming of a new Russian regionalism. The demographic processes allowing to reveal painful points and to determine measures directed to improvement of a demographic situation take the important place in a research of questions of social and economic development of the region. So, the authors noted that there is a depopulation process in the towns of the Tambov region, that two negative directions of demographic processes which developed in natural movement of the population cause natural losses of the population in the region. The authors noted that almost all towns of the Tambov region are problem; it specifies impossibility of the problem resolution of social and economic development at the regional level without acceptance of adequate measures by the federal authority. However, despite rather considerable indicators of unprofitability of the economic organizations there was an accurate tendency of growth of the volume of investment into the main equity in the territory of the area in recent years. For the purpose of investment development of the territories, creation of new workplaces, improvement of quality of life of the population the administration of the region raises funds of the Investment fund of the Russian Federation and the regional budget for development of agro-industrial complex of the Tambov region by creation of high agricultural productions, including development of engineering and transport infrastructure. The main factor providing interrelation and interaction of the specified subsystems, integrating them into single social and economic system are high-quality activities of people. Thus, the region as open system, can't build the isolated development strategy. And economic efficiency of specialization of the region won't be only from the point of view of establishment of reasonable territorial job specialization, but also high-quality use of the available resources of the region.

В современных условиях социально-экономического развития России необходимы нестандартные подходы в разработке и воплощению в жизнь качественно обновленной региональной политики. По оценкам специалистов отмечено, что в России происходят качественные изменения в процессах регионализации, что означает начало формирования нового российского регионализма. Важное место в исследовании вопросов социально-экономического развития региона занимают демографические процессы, позволяющие выявить болевые точки и определить меры, которые будут направлены на оздоровление демографической ситуации. Так, нами отмечено, что в городах Тамбовской области наблюдается процесс депопуляции, то есть естественные потери населения в регионе обусловлены двумя негативными направлениями демографических процессов, сложившимися в естественном движении населения. Заметим, что почти все малые города Тамбовской области являются проблемными, это указывает на невозможность решения проблем социально-экономического развития на региональном уровне без принятия соответствующих мер федеральной властью. Однако, несмотря на достаточно значительные показатели убыточности хозяйственных организаций в последние годы сложилась четкая тенденция роста объема инвестиций в основной капитал на территории области. В целях инвестиционного развития территорий, создания новых рабочих мест, улучшения качества жизни населения администрация области привлекает средства Инвестиционного фонда РФ и областного бюджета для развития агропромышленного комплекса Тамбовской области путем создания высокотехнологичных сельскохозяйственных производств, включая развитие инженерной и транспортной инфраструктуры. Главным фактором, обеспечивающим взаимосвязь и взаимодействие указанных подсистем, интегрирующим их в единую социально-экономическую систему, является качественная деятельность людей. Таким образом, регион, как открытая система, не может строить изолированную стратегию развития. А экономическая эффективность специализации региона должна осуществляться не только с точки зрения установления целесообразного территориального разделения труда, но и качественного использования имеющихся ресурсов региона.
