«Зоны территориального развития» и усиление роли субфедерального звена управления в модернизации Российской экономики

Abstract

The article is devoted to the formation of economic, legal and other preconditions of activization of the role of regional and municipal governing level in realization of priorities of innovative updating Russian economy. It is emphasized in the paper the important role in this sphere belongs to special «zones of territorial development», however, only under the condition of precise definition of the function of the above zones, state support of these zones and special attention to actually available experience of RF regions in formation of base institutions of innovations’ economy and in promoting small and medium-sized business.

Статья посвящена формированию экономических, правовых и иных предпосылок активизации роли регионального и муниципального звена управления в реализации приоритетов инновационного обновления российской экономики. Подчеркивается, что важную роль в этом могут сыграть особые «зоны территориального развития», однако лишь при условии четкого определения целевой функции указанных зон, их государственной поддержки и учета при их создании уже имеющего опыта российских регионов в формировании базовых институтов экономики инноваций, в поддержке малого и среднего инновационного предпринимательства.
