К вопросу об укрупнении муниципальных образований

Abstract

В статье излагаются результаты исследования, направленного на изучение рационализации структуры территориальной организации местного самоуправления с целью повышения её эффективности. Показано, что процесс рационализации приводит не только к положительным результатам (экономия бюджетных средств, оптимизация деятельности всех органов «низовой власти»), но и к ряду негативных последствий.

The article presents the results of a study aimed at studying the rationalization of the territorial organization of local government to improve its efficiency. It is shown that the rationalization process not only leads to positive results (budget savings, optimizing the activities of all «low power» bodies), but also a number of negative consequences.
