Практика применения и направления развития деятельности медучреждений по программе «Родовый сертификат»

Abstract

Обеспечение доступной и качественной медицинской помощи в сфере охраны здоровья матери и ребёнка, и материальная поддержка учреждений здравоохранения – основная цель реализации программы «Родовой сертификат». Исследование практики реализации данной программы проводилось в рамках конкретного лечебного учреждения и позволило выявить ряд преимуществ. К ним относятся: решение финансовых задач учреждений здравоохранения, совершенствование их материально-технической базы, повышение доступности и качества медицинской помощи в сфере охраны здоровья матери и ребёнка. Однако, в ходе исследования были выявлены недостатки, которые позволили разработать предложения по развитию программы по нескольким направлениям (стоимостному, временному, целевому и с учетом исключений). Обоснованы: необходимость индексации средств от родовых сертификатов, перевод программы в разряд постоянных, расширение статей расходов и другие.

Providing affordable and quality health care in the field of maternal and child health, and material support to health care institutions – the main goal of the program «Birth Certificate». Practices of this program was carried out within a specific hospital and revealed a number of advantages. These include: the solution of financial problems of health care institutions, improving their material and technical base, improving the accessibility and quality of health care in the field of maternal and child health. However, the survey findings, which allowed us to develop proposals for the development of the program in several ways (cost, time, destination and subject to the exceptions). Are substantiated: the need for indexing means from birth certificates, transfer program on a permanent basis, the expansion of expenditure and others.
