В статье рассматриваются основные положения и технология комплексно-целевой программы повышения эффективности воспитания военнослужащих проходящих службу по контракту. Определяются основные принципы и структура комплексной целевой программы с учётом требований современности, и в соответствии с особенностями служебно-боевой деятельности военнослужащих внутренних войск МВД России. В исследовании выявлено, что мастерство командиров (участников эксперимента) раскрывалось не только в том, насколько успешно контрактники под их руководством овладевают знаниями в военной области, но и в том, насколько они способствуют воспитанию, целенаправленному развитию профессиональных интересов и общечеловеческих ценностей через свой предмет, тем самым формируя устойчивые основы командирской и воспитательной подготовленности, побуждают и поддерживают стремление военнослужащих проходящих службу по контракту, к самосовершенствованию, духовно-нравственному возвышению.

The article discusses the fundamentals and technology complex target program to improve the effectiveness of education in military personnel serving under contract. Defines the basic principles and structure of the complex target program to meet the requirements of our time, and in accordance with the peculiarities of service and military servicemen of the Interior Troops of the Russian Interior Ministry. In research it is revealed that the skill of commanders (participants of experiment) revealed not only in that, how successfully contract employees under their management seize knowledge in military area, but also in as far as they promote education, to purposeful development of professional interests and universal values through the subject, thereby forming steady bases of commander and educational readiness, induce and support aspiration of the military personnel serving under the contract, to self-improvement, spiritual moral an eminence.
