Abstract

Article is devoted one of the important problems of administrative reform of the Russian Federation to increase of efficiency and quality of realization of functions by government executive powers. The decision of the specified problem assumes working out of administrative regulations on the basis of the description and perfection of administrative and managerial processes. In work application of information and logical model for optimization of administrative regulations is offered. A basis of such optimization is the process of perfection AMP assuming modelling of activity of authorities by the description of existing processes, creation of system of the interconnected key indicators of productivity and application of modern information technologies.

Статья посвящена одной из важных задач административной реформы РФ повышению эффективности и качества осуществления функций исполнительными органами государственной власти. Решение указанной задачи предполагает разработку административных регламентов на основе описания и совершенствования административно-управленческих процессов. В работе предлагается применение информационно-логической модели для оптимизации административных регламентов. Основой такой оптимизации является процесс совершенствования АУП, предполагающий моделирование деятельности органов власти путем описания существующих процессов, создание системы взаимосвязанных ключевых показателей результативности и применение современных информационных технологий.
