Организационно-правовые вопросы ветеринарной службы

Abstract

Представлены результаты социологического опроса по организации ветеринарной службы среди ветеринарных специалистов одного города и четырёх районов Ставропольского края. В анкету входили вопросы, которые имели отношение к организации ветеринарного дела и ветеринарного обслуживания животноводства. Для большей части ветеринарных специалистов характерен низкий уровень правовой подготовленности. Это объясняется недостатками системы правовой подготовки в сельскохозяйственных учебных заведениях по специальности «Ветеринария». Непосредственное подчинение ветеринарного персонала руководителям предприятий, хозяйств и организаций агропрома, не могло не сказаться на контрольных и рекомендательных функциях ветслужбы. Такое положение привело к неправильному использованию ветеринарных специалистов, отвлечению их на другие работы помимо противоэпизоотических, лечебных, ветеринарно-санитарных и т. д. Как следует из результатов социологического опроса разделение функций между федеральной и субъектовой ветслужбами не способствовало повышению эффективности ветеринарного дела. Таблица 1.

Presented the results of a poll among the veterinary experts of one city and four districts of the Stavropol Territory. The questionnaire included questions that were related to the Veterinary Affairs and animal veterinary care. Most veterinary specialists is a low level of legal training. This is due to the shortcomings of the system of legal education in agricultural schools in "veterinary medicine". Directly to the veterinary staff of the heads of enterprises, households, and organizations of agroindustrial enterprises, could not but affect the supervisory and advisory functions veterinary service. His situation has led to incorrect use of veterinary specialists, divert them to other work in addition to out antiepizootic, treatment, veterinary-sanitary, etc. As follows from the results of sociological survey of separation of functions between the federal and regional veterinary service not contributed to improve the effectiveness of veterinary affairs.
