On the one hand, the shadow economic relations are considered to be the most serious threat to economic security of the state. On the other hand, they often contribute to the development of the official economy as they bring in innovative solutions to the social and economic problems. What kind of strategy should be chosen by the state: exclude the shadow relations from the economic life or actively link them up with the legal economy?

С одной стороны, теневые экономические отношения принято считать серьезнейшей угрозой экономической безопасности государства. С другой, они очень часто способствуют развитию официальной экономики, являясь носителем инновационных решений социально-экономических проблем.
