Квалиметрическая модель оценки качества научно-технических работ

Abstract

Настоящая статья посвящена исследованию оценки качества научно-технических работ на основе квалиметрических подходов. Представлены общие методологические этапы для построения квалиметрических моделей. Сформулировано понятие качества научно-технических работ с учетом соответствия требованиям потребителей и других заинтересованных сторон. Предложена классификация объектов качества научно-технических работ с позиции их деления на показатели результатов и способностей научных организаций, построена квалиметрическая модель, включающая комплексные и единичные показатели качества по уровням иерархии с учетом значимости показателей. Представлены принципиальные формулы для расчета показателей. Рассмотрены практические примеры построения квалиметрических оценок для научно-технических центров нефтяных компаний, в которых используются показатели удовлетворенности заказчика, технологической успешности и инноваций. Сделаны выводы для областей использования квалиметрических моделей в рассматриваемых компаниях.

The present article is devoted to the study of quality assessment of scientific and technical works on the basis of qualitative approaches. Presents General methodological steps for the construction of qualitative models. Formulated the concept of quality scientific and technical papers to meet the requirements of consumers and other stakeholders. Classification of objects of quality scientific and technical papers from the position of their division on the performance results and abilities of scientific organizations, built qualimetric model including complex and individual quality indicators hierarchy levels considering the importance of indicators. The basic formula for calculation of the indicators. Review practical examples of qualitative assessments for the scientific and technical centers of the oil companies, which are indicators of customer satisfaction, technological success and innovation. Conclusions for areas the use of qualitative models in the considered companies.
