Как люди и организации требуют изменений: исследование репертуара протестных действий в Тюмени

Abstract

В статье рассматривается динамика развития протестного репертуара в Тюмени за 2008-2012 гг. Применяя подход "состязательной политики", авторы анализируют, какие протестные формы используются участниками, что влияет на эти предпочтения, какова динамика протестной политики в городе. Эмпирическим материалом для исследования были уведомления в городскую администрацию, записи полевых дневников и анализ региональных СМИ. Установлено, что доминирующими формами протестных действий политических организаций являются митинги, пикеты и одиночные пикеты, остальные формы значительно уступают по своей распространенности. Протестный репертуар частных лиц активно дополняется сходами, одиночными пикетами, перекрытиями дорог, угрозами голодовок. Протестный сегмент представлен «левым» и консервативным крыльями, парламентские партии (за исключение КПРФ) нечасто прибегают к протестным действиям. На выбор протестного репертуара влияют как культурные особенности, так и политический режим, способный увеличить или уменьшить стоимость участия.

This paper considers dynamics of protest repertoire in Tyumen from 2008 to 2012. Using the contentious politics approach the authors analyze the forms of contentious collective actions, its dynamic and factors influencing protesters' choice of repertoire. Data for this research was collected from media coverage, observation lists and notifications to local authorities. Data shows that the most common forms of protests of political organizations were meetings and picketing while other forms were not so popular. The protest repertoire of individuals can be supplemented by gatherings, single pickets, road blockings or hunger strike threats. Public arena for contentious actions is dominated by communist organizations; other political parties rarely initiate protests. Repertoire of contention is affected both by cultural and government activity, which can raise or reduce costs of contentious actions.
