The authors describe the main socio-economic problems and contradictions in the field of labor and employment. On the base of the analysis of various economic interpretations of the content of labor market and employment, the current system of indicators to measure the effectiveness of the regional employment service the necessity of changing the vector of the state policy of the labor market from unemployment to productive jobs is justified, prospective directions for its maintenance are suggested.

Рассмотрены основные социально-экономические проблемы и противоречия в сфере труда и занятости населения. На основе анализа различных трактовок экономического содержания рынка труда и занятости, действующей системы показателей оценки эффективности региональной службы занятости населения обоснована необходимость изменения вектора государственной политики рынка труда от борьбы с безработицей к эффективной занятости, предложены перспективные направления по ее обеспечению.
