The article reviews the political technologies of the Russian federalism reforms in the context of securing the territorial integrity of the state. The author defines the methods of interstate integration: the decisions of the Constitutional Court of the Russian Federation; reauthorization of jurisdiction and areas to the federal level of government, the creation of federal districts; transformation of governors from the autonomous political entities to the conductors of the interests of the center; termination of bilateral agreements between the Russian Federation and the subjects of the federation, the alignment of subjects’ status of federation; union of subsidized Russian regions.

Статья посвящена выявлению политических технологий реформ российского федерализма в контексте обеспечения территориальной целостности государства. Определены методы внутригосударственной интеграции: решения Конституционного Суда РФ; перераспределение полномочий и предметов ведения в пользу федерального уровня власти; создание федеральных округов; превращение губернаторов из автономных политических субъектов в проводников интересов центра; расторжение двусторонних договоров между РФ и субъектами федерации; выравнивание статусов субъектов федерации; объединение дотационных субъектов РФ.
