К вопросу об источниках и механизмах саморазвития приморских территорий

Abstract

Рассматриваются источники и механизмы экономического саморазвития приморских приграничных территорий. На примере Калининградской области показано, что основным движущим внутренним фактором развития хозяйства региона является предпринимательство, функционирующее на основе генетико-культурной детерминации. Сделан вывод о том, что продуктивная региональная экономическая политика, направленная на повышение конкурентоспособности региона, должна опираться на первоочередное развитие интеллектуального капитала и связанного с ним человеческого капитала, на возрождение и усиление хозяйственной роли технократии, малого инновационного предпринимательства.

This article analyses the sources and mechanisms of economic self-development of coastal border territories. The example of the Kaliningrad region proves that the main internal catalyst of regional economic development is entrepreneurship functioning on the basis of genetic-cultural determination. The author comes to the conclusion that an efficient regional economic policy aimed at the increase in the region's competitiveness should rest, first of all, on the development of intellectual capital and the corresponding human capital, the revival and strengthening of the economic role of technocracy and small innovative enterprises.
