Abstract

В статье рассматривается ряд особенностей, характеризующих экономические взаимоотношения стран Центральной Азии и Китая в формате Шанхайской организации сотрудничества (ШОС). Отмечается, что в сфере экономики потенциал сотрудничества стран-участниц не менее обширен, чем в вопросах обеспечения безопасности. В первую очередь, это относится к таким направлениям, как торгово-экономические связи, инвестиционное сотрудничество, развитие транспортного сообщения и транзитного потенциала. Однако, оценивая соответствие тенденций развития ШОС национальным интересам центральноазиатских партнеров, автор обращает внимание на некоторые внутренние противоречия Организации. Они связаны, прежде всего, с асимметричностью государств-участников по своему экономическому потенциалу и уровню конкурентоспособности, а именно между крупнейшей экономикой мира КНР и молодыми центральноазиатскими республиками. Китайская сторона является основным инициатором проектов экономического сотрудничества, укрепления и развития взаимодействия в области энергетики, транспорта, коммуникаций, активно продвигает предложение по созданию зоны свободной торговли. Тем не менее, несмотря на определенные результаты в этих сферах, конкретное взаимодействие между КНР и отдельными странами региона пока нельзя назвать равноправным и взаимовыгодным, способствующим комплексному развитию центральноазиатских государств.

This paper examines a number of features that characterize the economic relations in Central Asia and China in the SCO. It is noted that the economic potential of the cooperation of the participating countries is no less extensive than the potential of security. First of all, this applies to such areas as trade and economic ties, investment cooperation, the development of transportation, and transit potential. However, in assessing the conformity between the development tendencies of SCO and national interests of Central Asian partners, the author draws attention to some of the internal contradictions of the Organization. They are associated primarily with the asymmetry of participant states’ economic potential and the level of competitiveness. That is between the largest economy in the world the PRC and the young Central Asian republics. The Chinese side is the main initiator of projects of economic cooperation, strengthening and development of cooperation in the field of energy, transport, communications, actively promoting a proposal for a free trade zone. However, despite some results in these areas, the interaction between China and the individual countries of the region can not be called an equal and mutually beneficial, promoting the complex development of the Central Asian states.
