In the modern world, industrial clusters are created and developed for enhancing competitiveness of the industry. The author of the given article proposes an information-logical scheme for creating a fuel-energy cluster. This scheme includes 11 stages. The most interesting points of this scheme are discussed in depth for a detailed study of the process of creating a cluster organization in the fuel-and-energy sector: assessment of the potential for clustering the industry, determination of the parameters of entering into the cluster, fuel-and-energy cluster model.

В современном мире создание и развитие промышленных кластеров используют с целью повышения конкурентоспособности отрасли. В данном исследовании предложена информационно-логическая схема создания топливно-энергетического кластера, включающая в себя 11 этапов. Наиболее интересные пункты схемы рассмотрены более подробно с целью детального изучения процесса создания кластерной организации в топливно-энергетическом комплексе: оценка потенциала кластеризации отрасли, определение параметров вхождения в кластер, модель топливно-энергетического кластера.
