The article examines the types of forms to manage investment and construction programs, which differ by goals, scales, sector profiles, as well as by countries. The feature of the author’s approach is studying the evolution of the specified forms in the countries with developed market economy. The effective ways of connecting the program goals and the possibilities to achieve them are identified.
