Статья посвящена вопросам формирования нормативно-правовой базы для учреждения железнодорожной стражи в случае введения чрезвычайного положения. Авторы показывают поэтапное развитие и совершенствование законодательства о вооруженной охранной страже на железных дорогах в условиях нарастающих внешних и внутренних угроз начала ХХ века. Особое внимание обращается на роль правовых актов Отдельного Корпуса Жандармов и жандармских полицейских управлений конкретных железных дорог в регулировании деятельности стражников. На основе анализа содержания отдельных норм показан характер взаимодействия должностных лиц министерства путей сообщения и жандармских полицейских управлений по руководству стражей.

The article is focused on the organization of legal and regulatory framework for the establishment of the railroad guards in case of announcement of the state of emergency. The authors shows step-by-step development of the legal system concerning the railroad armed guards in conditions of the growing external and internal threats at the beginning of the XX century. Special focus is on the role of legislative acts of Special Corps of Gendarmes and certain railroad directorates regulating the gendarme activity. The analysis of certain acts shows the character of mutual relations between officials of the Traffic Ministry and gendarme directorates.
