Abstract

В условиях изменившегося политического строя государства, экономического кризиса и глобального реформирования социальная политика является приоритетным направлением работы Правительства России. Актуализируя опыт предшествующих поколений, создавая объективный образ прошлого, история обеспечивает живую связь времен. Представленные исследования основаны на осмыслении реализации политики «военного коммунизма» и новой экономической политики в первые годы Советской власти на Урале. Анализируется деятельность Советской власти в разрешении социальных проблем на селе и в городе. Аргументируется, что последствия политики «военного коммунизма», т. е. неэкономические, карательные и принудительные меры, не способствовали решению социальных проблем населения, а НЭП таил в себе широкие демократические начала и является политически значимым на современном этапе развития российского общества.

The research is based on various judgments of realizing the military communism policy and new economic policy in the first years of the Soviet epoch in the Urals. The applied actions of the Soviet power bodies in solving social problems in the village and city are analyzed. There is given a reason that consequences of the «military communism» policy, i.e. non-economic, retaliatory and forced measures did not promote the solving of social problems of the population, and new economic policy conceals in itself wide democratic principles and is politically meaningful at the present stage of reforming Russian society.
