Abstract

В статье рассматриваются научные критерии, по которым можно провести систематическую оценку результатов реформ или модернизации органов государственного управления. Детально анализируются причины успехов и провалов проектов, направленных на изменение работы в организациях. Отмечается, что одним из главных факторов, определяющих успех или неудачу реформ, является организационная культура. В статье подробно рассматривается понятие «организационная культура» и описываются ее основные признаки. Отмечается наличие нескольких субкультур в одной организации, а также исследуются вопросы, связанные с культурой межведомственного сотрудничества.

Scientific criteria suitable to provide estimations of State administration reform or modernization results are considered in the article. The reasons of the successes and failures of the projects targeted to changes in organization's functioning are analyzed in detail. It is noted that organization's culture is one of the main factors, defining reform success or failure. Concept «organization's culture» and its main attributes are thoroughly described. It is noted that there are several subcultures in one organization and the items, connected with the interdepartmental cooperation are investigated.
