Проблемы кадрового обеспечения региональной системы здравоохранения

Abstract

В данной статье рассмотрена одна из острых проблем современного этапа развития системы здравоохранения Российской Федерации – проблема дефицита кадрового обеспечения отрасли. Особую актуальность данный вопрос приобретает при рассмотрении его в разрезе регионов, испытывающих дефицит кадров как в целом, так и по ряду специальностей. В ходе анализа кадрового обеспечения региональной системы отрасли выявлены основные тенденции и «узкие места» ее функционирования, приведена статистика кадрового обеспечения отрасли на примере Московской области и исследованы современные нормативно-правовые основы деятельности. Кроме того, в статье рассматривается вновь введенный инструмент привлечения медицинского персонала в систему здравоохранения Российской Федерации –эффективный контракт. Что представляет собой эффективный контракт? Каковы перспективы эффективного контракта в краткосрочной перспективе? Ответы на эти вопросы представлены в данной статье.

The article considers the main problems of the health care system in Russia at the modern stage of development. It’s the problem of lack of staffing industry. Special relevance the matter gets by consideration it in a section of the regions having a staff deficit as in general, and on a number of specialties. During the analysis of staffing of regional system of branch the main tendencies and «bottlenecks» of its functioning are revealed, the statistics of staffing of branch on the example of the Moscow region is given and modern standard and legal bases of activity are investigated. Furthermore, the article describes one of the newly introduced instruments to attract professional staff in the healthcare system of the Russian Federation. It’s an effective contracting. What is the effective contract? What prospects are introduction of the effective contract to short time? So, answers to such questions will be found in this article.
