Statutory necessity of drawing up of the forecasted balance sheets of labour resources actualized the study of theory, methodology, techniques, and organizational and institutional framework for their development for effective development of the economy of modern Russia. The aim of the research was to identify the impact of technical and technological support in the deepening of the professional qualification division of labour in agriculture, taking into account the diversification of the industry, market conditions of economic management and the respective changes in the organs and methods to control the industry. Abstract-logical method was used as the main one. On the basis of the application of the method of sociological survey the possiblity to obtain the required information from households of the expected occupational composition of their employees for the future is proved. As a result of the degradation of the material-technical base of agriculture, reduction of volumes of works on increase of fertility of soils, the area under crops has decreased, in 1995-2011гг. To 25,9 million ha,the productivity of agricultural crops decreased, etc. In terms of forecasting of the supply of agricultural labour force there is the interest to the analysis of tendencies of reduction of volumes of production, technical means on the one hand, and the decline in the number of workers on the other. The analysis shows that there is a direct correlation between the technical and technological component and occupational division of labour. That is why, as a rule, in agriculture the need, for example, in the machinery (tractors, agricultural machines and facilities) and in the labour force is calculated at the same time. To ensure the formation of a unified all-Russian system of forecasting in the field of labour, a possibility of calculating the balance of demand and supply of labour force for agriculture in the professional-qualification level should be considered.

Законодательно установленная необходимость составления прогнозных балансов трудовых ресурсов не могла не актуализировать исследования теории, методологии, методики и организационно-институциональных основ их разработки для эффективного развития экономики современной России. Цель исследования состояла в определении влияния техникотехнологического обеспечения в углублении профессионально-квалификационного разделения труда в сельском хозяйстве с учетом сложившейся многоукладности отрасли, рыночных условий хозяйствования и соответствующих изменений в органах и методах управления отраслью. В качестве основного метода использован абстрактно-логический. На основе применения метода социологического опроса доказана возможность получения необходимой информации от семейных хозяйств о предполагаемом профессиональном составе их работников на перспективу. В результате деградации материально-технической базы сельского хозяйства, сокращения объемов работ по повышению плодородия почвы посевные площади сократились за 1995-2011гг. на 25,9 млн. га, снизилась урожайность сельскохозяйственных культур и т.д. В плане прогнозирования обеспеченности сельского хозяйства рабочей силой представляет интерес анализ тенденций сокращения объемов производства, технических средств с одной стороны, и снижение численности работников с другой Проведенный анализ свидетельствует о том, что существует прямая зависимость между технико-технологической составляющей и профессионально-квалификационным разделением труда. Поэтому, как правило, в сельском хозяйстве потребность, например, в технике (тракторах, сельскохозяйственных машинах и установках) и в рабочей силе рассчитывают одновременно. Для обеспечения формирования единой общероссийской системы прогнозирования в сфере труда должна быть предусмотрена возможность расчета баланса спроса и предложения рабочей силы для сельского хозяйства в профессионально-квалификационном разрезе.
