Abstract

The paper studies the process of carrying out reforms in traditional schools of Central Asia, as well as royal (tsar) religious policy towards the Muslim theological education. Russian reformers together with Jadids argued that the reform of the education system was a vital need of the time. Also, the article reveals the issues related to the spread of pan-Islamism. The Ottoman Empire had its own position on the dissemination of the ideas of pan-Islamism in Russia. It was assessed as "a poor culture of the lower strata of the Muslim population, ignorance of their clergy and religious hatred among Muslim sects."
