Долевое финансирование как фактор развития

Abstract

В статье раскрываются перспективы долевого финансирования в России и обосновывается целесообразность поддержки деятельности специализированных финансовых институтов, которая направлена на развитие национальной экономики. Важную роль в этой связи играет опыт европейских стран, Малайзии, стран Персидского залива. Специализированные финансовые институты партнеры, работающие на принципах беспроцентного финансирования, способствуют привлечению иностранных инвестиций в целях реализации проектов и программ социально-экономического развития. Международный финансово-экономический кризис и усиление конкурентной борьбы за источники сырья и рынки сбыта товаров и услуг в современных условиях продемонстрировал уязвимость современной мировой экономики, ее несовершенство и усилил потребность в использовании новых инструментов и наименее рискованных источников финансирования. В статье обосновывается необходимость совершенствования регулирования в сфере долевого финансирования, даются рекомендации, направленные на развитие соответствующей инфраструктуры и использование мирового опыта. Внесение в законодательную базу Российской Федерации Федерального закона «О финансовой организации-партнере», соответствующего регулятивным принципам традиционной банковской деятельности, расширит направления работы специализированных финансовых институтов и будет способствовать экономическому развитию России.

The article describes the prospects for participatory financing in Russia and the expediency of supporting the activities of specialized financial institutions to develop the national economy. In this context, the experience of European countries, Malaysia, the Gulf countries plays an important role. In modern conditions, the international financial and economic crisis and increased competition for sources of raw materials and for goods and services markets demonstrate the vulnerability of the world economy, its imperfections and stress the need for the use of new tools and less risky sources of financing. The article explains the need for improved regulation in the area of participatory financing, gives recommendations for the development of appropriate infrastructure and the use of world experience. The Federal Law “On financial partner organization” recently introduced to the legal framework meets regulatory principles of traditional banking business, expands working areas of specialized financial institutions and will contribute to the economic development of Russia.
