Особенности динамики фракционной и организационной структуры региональных парламентов в условиях российской трансформации (на примере регионов Западной Сибири)

Abstract

Статья посвящена исследованию особенностей развития регионального парламентаризма в условиях характерной для 2000-х гг. трансформации институциональной среды. На примере Новосибирской, Кемеровской и Томской областей прослеживается, как изменение принципов формирования законодательных органов регионов влияет на количественное и качественное соотношение политических акторов в рамках коллегиального центра принятия решений и принципы внутренней организации.

The article researches the development of regional parliamentary structure during the transformation of institutional environment in the 2000s. Basing on the example of Novosibirsk, Kemerovo and Tomsk Regions the research traces how the changing in formation of regional legislature affects the qualitative and quantitative proportion of political actors in collective decision making center and principles of internal organization.
